Twitter Bootstrap, being the more popular out of the two, has significantly more followers than Zurb’s Foundation Framework. However the followers of foundation are more active with better engagement rate and significantly more tweets per week than than bootstrap. Total number of tweets is also higher for Foundation when compared to bootstrap.

In all the competition is very tense and no one can say what the future holds. But for now you have two great options to use as CSS framework for creating quality websites.
